Does a 2.8TD have a speed limiter?

Hi Folks, I've just bitten the bullet and bought a donor car for my 2.8 SWB non turbo. It's a 92 TDL which is rough as rats but has had the enging and gearbox replaced about 20,000 miles ago at a Diahatsu dealer paid for by an insurance company after the original units were stolen!
I've just driven it home and it runs beautifully, pulls very cleanly and (apart from the knackered rear diff) sounds gorgeous! I got it on the 15 mile stretch of dual carraige way and off I went. It pulls cleanly right through the rev range right up to about 4000rpm (about it's limit) in every gear except top where it will only pull to about 3000rpm (73mph) where it seems so just hesitate as if it's limited in some way?
It's perfect in every way apart from this.
Do any of you guys have any advice for me? as I'd like to cure it before I swap it into my SWB.

filter

could be air filter or fuel filter

could be pump timing

or throttle cable not adjusted properly or throttle stop

might be screwed down by dealer

and poss the diff thats causing it

I'll see

it does'nt sound too drastic. I'll have a look at all those things but i'll wait till I get it in my SWB and give it a decent service at the same time.
