Fourtrak high beam flash / pass

Hi there. I notice that people don't notice when I "flash" them to go in front of me ect. I investigated today and found that the "pass" function on the stalk only works with the sidelights and dipped already on. I thought it used to work before without lights on.
Is it ment to work with no lights on, or did I dream that? Any ideas how to fix it if it is broken? Can't be a fuse because the lights already work, shouldn't be the stalk, as it works with the lights on, possibly some relay?

Hi! I hava got a Daihatsu F50. 1978 with 2.5 engine.

My question is the 2.5 dg engine is forklift truck engine or not?

going on past experience mate its the stalk, might want taking of and cleaning or its a little plastic roller ball gone.

Full of ideas but no time to do them!!

Oh right, it confused me because it works when the lights are on, but not when there off, doesn't it use the same contact for both instances?
