I know the law changed about fitting Bull Bars, but I do not know how it changed, are you allow to fit them now?

I suggest you also get guidance/permission from you car insurance company before fitting bull bars etc.

both the above links are basically adverts for a bendy plastic bull bar... they only say its now illegal to make or market solid bull bars... not the same as using one allready fitted to an old vehicle... or even fitting a used one to an old vehicle... ive got to work this evening so havnt got time to research the facts.. but i suggest you use google to find the actual legistlation. its unusual to find that new legislation applies to vehicles already built... but there are exceptions.
You are not allowed to fit bull bars !!
If your older vehicle has never had bull bars you are NOT allowed to put them on.
They are illegal on all new vehicles.
How do I know ?

how does anyone know when an 89 fourtrak was fitted with a bull bar?.. it could have been last week or 10 years ago. theres a lot of old 4x4s running arround with bull bars still fitted.

Would take one look at an old vehicle with new looking bull bars and put two and two together and make = 3 ??

The DVLA certainly know what was on any standard fitted car - including 4 by 4s.
So they may try something that way.
Who knows ? I admit I dont.

I have had a read through
I have had a read through Directive 2005/66/EC, and it appears from that to only refure to it being ilegal to sell, or make to sell, metal bull bars. It does not mention home grown ones, of fitting second hand bars to an old car. As someone els said car legislation normally only aplies to vehicles made after the date the law comes intoeffect, but usually wont stop a fine hitting you if you get it wrong.
As a civil servent myself, who inforces legislation, I can confirm that thinking you know what the law says wont save you if your wrong. Even if it was a government department that told you it was all OK in the first place.
I'm going to do some more reading, as I want to make a winch bumper / bull bar up myself at some point.
