Is there a switch missing - hijet 1.3?

Hi, I'm wondering if the 20amp fuse above the bunch of other ones, rear window heater, wipers etc should have a switch located in the slots above it. I saw a wire ending in a clip lurking there without a host.
I cannot get my lights to turn off and am thinking something might be disconnected here.

My Hijets are older so I can't directly compare. However, I'd say it's very unusual to have a switch in the fuse box, and a disconnected wire would be more likely to stop the lights working than prevent them turning off.

Which lights do you mean?

1995 & 1998 Hijet vans and 2003 Extol
